Mr. Ruairi Quinn was Irish Minister for Finance from 1994 to 1997.  He was the leader of the Irish Labour Party from 1997 to 2002.  He is currently a Teachta Dála (TD) for the Dublin South East constituency.

In his evidence to the Tribunal on Day 283 (30 March 2004), Mr Ruairi Quinn stated that he had no reason to doubt the integrity, fairness and independence of the civil servants involved in the second mobile phone licence process.

“Q.   (John O’Donnell S.C.)  Mr. Quinn, I appear for the Department of Transport, Energy and Communications.  I have just one or two questions.

Firstly, I think you said you had faith in the integrity and fairness and independence of the civil servants who were carrying out this adjudicative process, and that extended not only to your own officials, but can I take it, it also extended to the departmental officials in the Department of Transport, Energy and Communications?

A.            You can indeed.”
